Transfer Hook

Every $KERN transfer runs through the hook, a small program attached to the mint for the coin's whole life. It sorts each transfer into a buy (tokens leave the curve), a sell (tokens go into the curve) or a send (wallet to wallet), and counts it.

Notable transfers become pulses, kept on-chain, the last 32 at a time. At least 12 seconds pass between pulses, at most 8 land in any 2 minutes, and tiny transfers are ignored.

The hook can never block a transfer. If anything is off, it skips the record and the transfer goes through.
